It's time to chat about what we have planned for Shellharbour!

The Draft Delivery Program 2025-2029 and Operational Plan 2026-2027 (DPOP) explains how Council is working towards achieving your vision for Shellharbour 2035. It details the actions, services and capital projects Council will deliver, how performance will be measured, and includes Council’s budget and key financial information for 2026/27.

Fees and Charges also form part of the Operational Plan and set out what Council will charge in 2026/27 for the services and facilities it provides.

The Draft Long Term Financial Plan 2026-2036 describes how Council will fund the actions, services and capital projects in the DPOP.

Capital Works Project Highlights in this DPOP

Council plans to spend $104.25M on our capital works across the City in 2026-2027. This will be made up of $27.33M renewal and $76.92M of new projects.

Capital works will be delivered across all asset classes as outlined in the image below and the program will be published on Council’s website when adopted.


A further $0.51M will be spent on other projects to support the capital works program.

IP&R Framework

The Integrated Planning and Reporting Framework supports council planning to understand the community’s expectations around local priorities and service levels.

The framework includes a suite of integrated plans that set out a vision, goals and strategic actions to achieve them and includes a reporting structure to communicate progress.

This framework is used by all Councils in New South Wales.
