This Plan of Management (PoM) applies to a combination of reserves along the foreshore of Lake Illawarra estuary’s southern side. The areas included in this plan are Reddall Reserve, Pelican View Reserve, Picnic Island, Werrang Island, Berageree Island, Graham Park Reserve, Woodford Park and Mrs Halls Park, Lake Illawarra. This Plan covers both Crown Land (Crown Reserves 90194 and 72362) and Council-owned portions of the site.



The site provides public open space, picnic facilities, amenities, playgrounds, fitness equipment, a boat ramp and fishing table, foreshore, environmental and bushland areas. A kiosk is in the northern area and a netted swimming area is at the southern end. The shared path provides a continuous connection throughout the site, as does the foreshore promenade with extensive views towards Lake Illawarra and the coast. We know this is an important community space, and the PoM seeks to protect this community use.

A Plan of Management is a legal document prepared in accordance with the Local Government Act 1993 over land that is classified as ‘community land’. It establishes directions for planning, resource management and maintenance of the land. PoMs categorise land, authorise leases, licences or granting of any other estate, and determine the types of development that may take place. Further, a PoM identifies the key values of the land and its purposes so they can be protected and enhanced.

Council’s vision for this site recognises the long-term use as socially, culturally and physically enhancing the community. The site will be managed and maintained according to the categorisations of Park; Natural AreaForeshore; Natural Area – Bushland; and General Community Use, as detailed in this Plan.


Please note: This draft PoM does not include development proposals, changes to current uses, or changes to general maintenance schedules of the site. It has been developed with the Reddall Reserve Master Plan in mind, and will not impact these works.
